Acc Recoveries

How do i remove them so i can sell an account?

Not 100% sure if this method still works though, I haven't used it myself.

 

The only method i've ever used was to get your Account LOCKED, and during the process of recovering it to tick the box that says you did not set any Recovery Questions.

If successfully recovered, it will delete all.

Jagex has become very serious on this subject.
Even with the recovs taken off the Email is the most important thing.
If you don't have an email, I would suggest trying the guide posted in the first post.
Other than that, trying to get rid of them is pointless. Nowadays just don't make them if you plan to sell the account.
