Women who dress like that and think they won't attract more attention from rapists are idiots, to put it bluntly. If I walked around at night with hundred dollar bills sticking out of my pockets, I'd be asking to get mugged. Now if a female is walking around at night with her boobs sticking out of her shirt and a short miniskirt, is she not asking to be raped?

(Not literally asking, but figuratively. Instead of trying to prevent the act from happening, they're basically encouraging it).

It's not like they're giving girls who dress like sluts less protection than those who don't, he's just telling them how to prevent it.
