A hypothetical about the report system

Everyone knows being reported plays a substantial role when it comes to bans. So what would happen if the report system was completely inundated by thousands of bogus reports?

Jagex is not a huge company. I can't find the source atm, but I recall some JMod talking about ban backlogs and how it can sometimes take 3 months for them to apply one. If this is the case, even a small bot farm could overwhelm the report system.

Would this have any practical uses? I can think of a few. Would this affect autodetection? If enough resources are diverted to deal with the flooded report system, possibly.

I don't have the capability or the skill to test this, so I'm just spitballing this idea for someone else to decide if it's practical.
