So let me get this straight... someone scammed you for an account, apparently worth 3100$, and now you're expecting them to face jail time? I'd say you're taking this a bit too far. Report the guy for scamming and recover your account, don't ddos his Skype and call the police. What police investigators even agreed to look into a case concerning selling your steam account? I'm almost positive that selling a steam account is illegal itself..
Think of it like saying you paid for some cocaine, but your drug dealer took the money and ran. You can't just expect to get back the money and the cocaine, expecting the cops to be on your side.
