Report him, he can be perm banned, when he decides to contact you, he can complete the trade and make a dispute with whatever excuse he may have

He has a 3 month ban, and i am sure it has not already been 2 months...
If you do not have a powerbot account i will try and find him on there for you and try and contact him if you want.
