99 Summoning?

Use the SS not d battle axe. It goes like this chaotic maul>SS>ZS>GS you're better off with a SS you'll get more kills a hour.

 

Battle Axe for attack would be faster wouldn't it ? It has better crush then SS while using Rune Defender, plus it's faster ... Correct me if I'm wrong on the faster part.

I have a chaotic maul, which I'd use for Strength. Or will this be better for attack as well ?

 

Slayer at below level 70 won't earn you much. You may get like 100k per hour from herbs but that's it. I'd suggest you training it to 85-90 to start bringing the cash in. Getting it to 85 will pretty much guarantee you 13m experience, whether you focus that on 1 stat is your choice.

 

I don't care about cash ... I make 2m per hour at frost dragons. I just want the fastest summoning xp, don't care about slayer xp either if slayer is going to be slower then bursting lobsters or fiends.

 

waterfiends is about 150 crims per hour
