I'd say rsbots.net. They have a wide range of bots, though costly, they get get the job done. I've got several 99's by their bots (Hunter, Fishing, Fletching, Strength).

You guys are forgetting that rsbots.net has it's own free .jar bot which includes a wide variety of skilling bots including soul wars bots.

The have cheap bots that are frequently updated and safe to use.
