Can a verified account go into the negative? What are the fees? Can you send money once your in the negative?

You can not send money once you are in the negative and yes a verified account can go into the negative.

Yes it can, if someone charge backs their payment to you. Fees are same, unless you donate or gift money. You can't send money once your negative unless you pay back the negative balance
