How do you know you didn't pay for both? maybe your phone lagged and sent 2 message's?

Also sometimes they send the pin in 2 different text messages (4 digits in one and 4 in the other).

P.S It's surfpins fault, not Jagex.

 

Seeming as it states you get charged for receiving the pin, i'd check you credit.

 

You probably paid for both of them because I am sure a mistake that big would not have been made by their computers but billing the same phone twice could happen.

but fo RAL, when you SMS for a pin it sends half of it to you first then another half in another sms
