yes they can , if they call paypal if theye're bank funded , if not , and their credit card is linked to their paypal , then its even easier for them to claim back , no method on paypal is 100% guarantted to not be charged back . and it just takes them one phone card to get their money back. trust me i've dealt with this over 20+ times.
