start off at varrock for tin, copper then iron ore after you get a fair level go to the desert (members) and power mine granite

Al Kharid Mining Grounds, most likely less populated than Varrock east

I went Al Kharid mining grounds 'til level 60 to be honest...then went to the guild 'til the lvel I am now, level 74 :|
