What do you mean? If you mean not getting it verified then yes, just don't get it verified but most online sites require you to get it verified and I'm pretty sure US Paypal accounts need you to get verified before you can send money.

You can make a non verified account and you can sell items to collect money, but you can not spend money...

I got a unverified account right now but i can't buy nothing with my earnings

If you do not register with your credit card or bank it will become unverified. In order to spend money or to send it you must have your account verified. The only use is to sell stuff and collect the money, but once the money gets on the account you will not be able to use it if is unverified.

Register your account as an Australian. You can still spend money but a limit of 2000usd. And PayPal is safe. If you don't want to use a credit card, then open up a checkings.
