    When a user scam another user they have to file a scam report proving he was scammed so a mod can ban them. When a user scams a mod the mod already knows he's been scammed and can automatically ban the user. This is probably why Giddy didn't have to make a report.

    Supermans pardon is now up, personally I don't know how someone could forget an account sale that occurred less than 3 months ago...but having known superman for a while, I truly hope it was an honest mistake.
