TBH the only thing that is historically proven to prevent poverty is rule of law.

 

I would disagree with that statement.
If we look at certain poverty areas in America.
The law is heavily enforced but people still break the law and are broke as fuck.
The only thing that fix's poverty is education and more money being pumped into an area.
Money help's them overcome poverty, education stop's them from wasting money or becoming/using drugs or alcoholics. but that system doesn't work for everyone.

Edit: education also helps them learn how to not waste money.
