Will this go away after a while or? I'm right now using a great program to change my IP, or is my IP permanently banned?

if you really want to get by a ip ban i suggest using elite proxy's works well but they have to be elite to not sow your ip at all to their servers of course java is nasty way of getting by the proxy and getting your real ip too so may not work
Jagex usually doesn't IP ban but if they do, then just reset it :S
