I made a new paypal account to receive money on, so when I got it, I could immediately send to my normal account, and avoid a charge back. I did and I forgot about sending limit, and now have $13 sitting there useless. :'(

Which country is it based upon?

im having the same problem.
i got paid recently by selling an account, not realizing that i would be stuck with a 0 dollar send limit.
if you buy a pre-paid credit card without putting money on it, will it still work?
