Not enough proof

There are multiple reasons, and I do not want to make this report seem conclusive, but the evidence points to one conclusion, and I think any reasonable person observing this report will come to the same conclusion - as always the onus is always on the person making the claim, I will try my best to make the claim here and leave the final decision to the moderators and admins.

The dates for activity line up especially from this (eventually) denied TWC appeal.
This pardon request was made on the 31st of July 2022 (ICC pardon)
Waltha's join date for Sythe is July 31st 2022.

In the above report made by Video, he justifies the twc/dnt on ICC by stating that it is extremely unlikely that ICC (at the time) had access to the quantity of high levelled accounts that he has access to - of which he claimed to be the original owner for all of them.

Waltha sells the same high levelled account's similiar to the one's that ICC had sold in the past.
Please observe the similar typing style, and thread layouts visible in the threads, I will post them in a screenshot below. Please also note the similar price the accounts sell for, as well as the similar donation amount and thread titles. Observe the number of high levelled accounts that @Waltha has put up for sale in the past.

Not sure why I didn’t check the IP audit, but this should really be the nail in the coffin, both accounts have an endless amount of IPs and boom bingo, would you look at that, they match, you might need to scroll down a bit but you’ll find it, it’s the one ending in .171
