I paid this man $120 , and I was going to give $80 more thank God I didn't ,
after I paid the $120 he registered the accounts he made for me, from mails I provided of my property!
I was not happy about the delay discounts, I gave a 4 week delay and he was delayed for 16 more days!

Proof that he provided the accounts, first we had talked about 40 days, but then I stressed to him that he only had 4 weeks, that was at the time, before he accepted the cough and started, if he was not happy he could have said so right then and there and he didn't!

This is quite a tough one. In cases like these it's nearly impossible to prove who stole the accounts.
It would be much better to create the accounts yourself so you could recover them. Unfortunately you risk situations like these when working with unregistered accounts that you're not the OO of.
This mean we cannot hold @Samu147 liable here. You may pay him less than the original amount due to @Samu147 agreeing to a payment reduction based on how much later he would finish.
