The user we were waiting for on this report doesn't seem to have any proof so I'm closing this for now. They can obviously send me proof or make a separate report in the future.

After discussing this for several days we feel that withholding the 500m deposit is appropriate. It can go towards refunding this user's victims. The remaining pay should be disbursed to the user as there is not sufficient proof that he botted during the orders for which he is owed pay.
