    The DNT reason links to his other profile (similar name) which if you click again re-directs to the pardon (I can see why you were confused though).

    As far as this report goes I don't believe there's any definitive proof to tie him to the user in question, however given the other concerns I'd like to issue a DNT here, which he can dispute from a home IP and providing proof that he owns the account in question (as he has no relevance to Dio Brando from what I can see).
