Your best bet is sharobot, rock superstar and maybe one more. These are trusted sellers - your needs are extremely specific and will be almost impossible to get a legitimate HL1 (which will most likely be the first CD key) but they will provide you with your best bet.

Anybody dumb enough to purchase any sort of account without first scan deserve to be locked. You can't really blame someone for getting it locked if you invested money into it, it's satisfying to see jaredc and burtonj do work in my opinion. Also the one chinczyk isn't from netherlands, he is from poland.

@ktenneh all I can say is if you're looking to purchase an account make sure it has the first scan. Original email isn't required aslong as you know what it is.

Couldn't tell you exactly as my last encounter with him was maybe a year or two ago.
 
Correct me if I'm wrong, but there's no current valve employee specifically locking lows anymore, right? It's more of a report based system and associated accounts for them now?
 
JaredC and a few others are still specifically locking them, it's also based with the report system until they can polish it due to excessive spam of it

chinczyk is from netherlands, not from poland that's just his nickname in our old group
