I gave him the benefit of the doubt and went first and I clearly was wrong.

Account seems hacked by the looks of it, therefore I've banned it (as I know the hacker won't refund anyways, so it's pointless to wait). OO will have to refund you as he's responsible for his account, and recover his account when he's back.

Going to ban other profiles under the hacker's home IP as well that may potentially be hacked.
Straver - No dispute + recently on but hasn't posted in a couple months + huge IP change.
Jamieworrall96 - Same as above, but more active recently (although was seen online after without posting).
