2nd Time Around Pardon

Here is my link to my first pardon, which passed the initial voting stage with flying colors, only to go on to the next stage (Upper-Staff Voting) to only achieve a 55% passing rate, and was declined. I am not changing anything in this second pardon, as I don't feel there is anything more that I can add.
