Honestly, there isnt much difference in performance to be noticed with 1600mhz and 2400mhz.

RAM speed: is the difference between 1600 or 2400 MHz important?

As for the CPU cooler, i know it looks cool, but honestly, if your going to spend that amount of money on an air cooler you may aswell go for a cheaper water cooling solution.

And once again. I really advise against going for an AMD CPU.

    ~Digitaltrends.com : "
But here’s the catch — AMD chips aren’t as quick as Intel’s, and that can drag high-end gaming down. Intel’s i5 and i7 CPUs can take significantly better advantage of a high-end graphics card if you’re working with a higher budget. The difference between an AMD processor and a similarly priced Intel Core i3 or i5 can be as high as 30 or 40 frames per second if you have a very high-end graphics card.

As such, I don’t recommend buying an AMD processor if high-end gaming is your goal."

Intel vs. AMD: Which brand of CPU should you choose when building a PC?

So, in the above link it is discussed how AMD CPU's generally have more powerfull GPU's built into their CPU's which is actually quite irrelevant considering you wont be using the CPU as your GPU. youll be getting a dedicated graphics card which will be less likely to bottleneck on an intel chip then an AMD chip. AMD's chips generally have higher clock speeds, but this does not mean they have better performance.

Heres a quick overview: Intel Core i5 4460 vs AMD FX 8370

The question you seem to need to ask yourself is this. do you want a system that looks cool and has flashy components that no one will see anyway? or do you want a system that performs much better for less money.
