Report shows him using the alias Jgreezy98 which is associated with:

Requested a check and the IP location matches between Kyrie and some of his previous vaders, this coupled with the matching times/amounts in @TAKITO 's report should be enough to confirm it is valid and that he is a ban evader as well.

Also note his last 2 vaders have been named after basketball players (Kyrie Irving and Stephen Curry.)
