Why do I have to create a new account? How will that help with enabling my account?

I gave all the required information including IP addresses and emails used, why can't I still get back to business?
I have enabled 2FA for the account and changed email address right after I noticed suspicious emails about password recovery and since then I had zero problems.

At the moment of registration I was studing in US and now I've moved back to Russia - that should be a reason for IP changes.

It's simple, if your IP doesn't match we can't be 100% sure you're the original owner. Having the 2fa info or the IP address and email doesn't show us anything, it really honestly means nothing to have those numbers but not the physical holding of the IP.
