Is this true?

Had some issue with paypal and they sent me automated mail.

One of the points listed was that you can't dispute a payment after 45 days.

Didn't this use to be 180 days?

 

It's 180 days. It was changed from 45 days to 180 days back in November 2014. You can find the amendment here:

Says 45 in paypal email I received yesterday.
Asked a big gold seller and apparentely it's 45 days if paid from paypal balance and 180 if paid via creditcard.

 

Requested close
