I'm interested in buying a thread layout that will be compatible with PA (needs to fit PA's margins well). You will need to include some pictures of mine in the thread (stats, ban meter, etc) as well as some text I provide.
My budget is $15 (I will pay through verified PP!).

I like your work, but no. Your prices are well above others. I think $15 for a thread layout (no animations) is very reasonable.
