Buying RSC account.

I'm interested in buying a RuneScape Classic account, and I'm willing to spend both ingame and real world money on it.
I would like for it to be as low level as possible.
When offering an account I would like some information about it, like it's name, combat level and if it has any rare items, as this may also help me decide if I want it.

i got a level 70ish vet, its a ruined mage (which was wined from 1 attack to 70 +) no rare items. its a very old account
