    You've really gotta be persistent if you even want a response from a jmod, I've gone into jmod friends chats multiple times and the pmods that they have ranked in there are completely useless.

    In site ticket system, go on the site of runescape. Its like the old Message system that Jagex had implemented but viceversa, to talk to them
