Phormula Pardon

Hello, I got banned for ban evasion about 6 months ago. My account was named Phormula. How ever, I got banned for the ban evasion of 2 other accounts that I have no ties to. Now you may be thinking, everyone says that. In this screen shot I have it shows that the only accounts tied to my IP are Phormula, Phormula Dispute, Unresgistered-Phormula, Unregistered-test123. Which you can tell are all accounts that were made when I didn't understand how to post a dispute/pardon months ago.
Facts.
I did how ever have an account from 2011. Relaxing. The account wasn't active AND it had not been active since June or July of 2012. Meaning I had lost complete access to the account. When I came back to sythe in 2013, I had completely forgotten my password and I knew that I didn't set any recovery questions, hell I didn't even remember the name I had used. I got banned 1 year and a half later for ban evading on that account, as well as 2 other account's that have scammed. I am telling you that I am in no way shape or form affiliated with him. My IP STILL has not changed since, because I can't. I have to call up my ISP and I'm not even sure they would do it for me. I tried speaking with Roary about it, and he had stated that he didn't believe it was multiple people. I read up about static and dynamic IP. I do have ties to one other account, relaxing. I NEVER scammed on ANY of my account, I had a vouch thread on Phormula with over $200 USD handled. During the process having Relaxing and Phormula (not at the same time, nor being active on both account for almost a year and a half in time difference!) I had posted that both my skypes were satans_rabit. Now, if you check the other accounts I was supposedly ban evading, they had different skypes. Now that doesn't make much sense to me. I don't understand how I could even possibly ban evade when you're only allowed to make ONE ACCOUNT, because of the IP Ban, how can someone who's IP never changes make multiple accounts after being banned?
ALSO
I had stated in my last Pardon that I did occasionally log in at school. Most of the IP's link to one specific location in my city, right by my hospital. Although my IP randomly changes, it hasn't yet. When I had a different IP It linked back to the same exact place my current one does, as well as my school IP. Every single IP that I've tracked (from around me, friends, girlfriend and such) have linked to the same spot. I don't know how much that tells you all but when I tried to provide this information to Roary, he said that I simply changed my IP, or it was still just 1 person, me.
Here are some pictures. My schools IP Location (and you can see where my school is in the top right corner of the map) vs My IP location. You can see that they're both THE SAME EXACT LOCATION. Even though they're both different IP's.
