Problem: he wants me to refund the money he got scammed by my impostor on skype when i told him i do msn only.. and he said he has it recorded but he thinks its me and i dont think he read my TOS that said i dont do skype
i only do msn

He isn't scamming you, he just got scammed by an imposter. If he wants he can post a report here and it will be dealt with.
