Ring of Wealth has no negative effect whatsoever. It increases your odds of getting something from the Rare Drop Table. It is still possible to get something from the RDT without the ROW, but the chances are slim.

I cannot say if it has a positive effect on addy bars, but here's what's stated on RSWiki.

According to a 15 March 2011 Jagex announcement, the ring of wealth occasionally improves some common drops and gives the player bonus items in a few specific pieces of content.

I am not sure if the addy bars counts as one of the common drops. I doubt it though.
