    this guy pmed me and was like "we would like to offer you a plance as moderator blah blah blah"

    ik its a scam but then he tells me to go to lobby to talk to him and i didnt do it cuz i was scared something bad would happen, am i paranoid or could he have done something?

    He would have probably posed to be a Jagex/Player Moderator and asked you for your user and pass. The ONLY way Jagex will ever contact you for Player/Forum Mod is in your in-game message centre. If you get people pretending to be Jagex/someone they're not then just report + ignore them.
