Can't Make an Account

Hi. I wanted to join the community. I just moved to this house, I kept the same internet service provider though. The internet is in my step dad's name, we just moved addresses. Anyways, when I try to register, it says someone else has registered with my IP. Don't know why, maybe someone who lived here in the past has had the same IP and registered to Sythe? Thanks for your help.
