IMO it most definitely is. If you go onto their website the most recent 'update' was literally almost a year ago... I don't know what's going on their but the forums are as dead as bones.

Also known as Mechscape, which was supposed to have been released a year or two ago, but I guess Jagex didn't think it was ready for release and instead, renamed it multiple time and finally concluded with the name Stellar Dawn.
