Paypal Help Needed

Basically I have a Paypal account that is limited and I cannot get or recieve any money. I did it using a verficiation technique and it no longer works.


I do not have a credit card.

I do not wish to put my bank account on Paypal.

The only reason I want to get this verified is because it has $15.00 on it that I would like to have.
