Probably to bot toy mice for insane exp, lower the agility, higher exp per hour you get

You can go to Slayer Tower, and let Banshee's attack you, and it will lower all your stats (including Agility)

thats actually pretty damn smart, might look into that.

So you can get mad xp while you have low agility, that's why he is doing it. The snowy area near GWD is the best that I know, or just attack something that lowers your stats.
