    The rs homepage says its supposed to be implemented sometime in sep , no set date exactly as of yet as far as i could find.

    I don't believe it was announced, though the RS news thread is Here.
    Judging on how closely related RS is going to be with WoW, it's going to be Soon™
    To further elaborate what I did there, this is the definition of Soon for them.
