Same for me, highest FPS I can get to is around 15...if I'm lucky. Normally it's around 8 or 9 at GE and around 11 - 13 in PVP.

Do trout 'till about 76 Cooking then switch to Lobsters until 94 then Sharks to 99.
For crafting, do Green d'hides and if you want to make cash for smithing do cannonballs.
Method 2...more strength and you can hit higher. Method 1 is like a normal main and isn't really any good for pvp or pvm.
