    After the second stage of the pardon process, when the pardon gets moved to the upper staff lounge, the global moderators/administrators vote on the pardon. It is stated in the Collective Approach sticky that banned members are not entitled to the results of the vote, and that if they don't find themselves unbanned in a few days, their pardon was most likely denied. :(
