Those 2 people will roll dice vs eachother in "dragon dyce" friends chat, winner gets partyhat. Yes, it was introduced in the game a while ago, you cannot eat a pumpkin or an easter egg, or drink a half wine, without a warning popping up asking if you're sure you want to do that.
Same with alching a partyhat or equivalent, it says it's a valuable item. As well as dropping an item.
