Explanation of the trade: He sold me an OSRS account. Account got locked. He could not unlock the account. He never reimbursed me.
How they scammed: He never replaced the account. I am getting ignored. He never offered me a TOS, so we had no TOS, he owes me a replacement/refund. He sold me some accounts, first time having a problem.

I am getting ignored. If he has to take a break, he should communicate well with his clients about it.This is TWC in itself.

I am happy to announce that we were able to resolve this. He first offered to pay the $75, but then I bought an account from him with a $75 discount, which is better for both of us. It's sad that a report was needed to finally resolve this after no results in over a month.
