No, it wouldn't have. It was Jagex's fault, and a fast money making method, not really glitching/duping.

I never did it myself. But I guess since it's patched it's fair to say it.

I forget exactly what quest it was (maybe WGS) where you get dagon'hai robes from a wardrobe. But you go there with a fire staff, and a ton of nature runes. You take a robe from the wardrobe, drop it, repeat, until there are 27 on the ground (or less). Then pick them all up, and high alch them for 77k each. Rinse and repeat.

This made anywhere from 40-100m per hour depending on your speed.
