    I had figured out residential ip address issue. And I stopped using the name entirely because of issues or concerns of what my previous name meant and it had offended others. I don't remember any of the login information regarding it. Have not logged in on it since this account was created.

    Thank you for promptly posting from a home IP.

    This is, indeed, considered TWC evasion and you should have disputed your TWC by posting from a home IP in the Dispute Section before creating a new account.
    You also didn't create your new account from a home IP, as far as I can tell, and you've only now posted from a home IP.
    I also don't appreciate contacting staff members and asking them for their input, without providing full context. You could have told me there was an open report, I found about it out myself.

    That said, given the low severity of the offense and promptly resolving the matter by posting from a home IP, I don't think a punishment is necessary.
