Yes, only Jagex staff can have @jagex.com msn's.

 

it's fake hence the (E-mail address not verified) this means he just put jagex there but never confirmed he was from Jagex anyone can create an account like that but only legit people will have the e-mail verified. Also Jagex staff will never e-mail or contact you outside of www.runescape.com
