Need help with KeyBoard settings

Ok, so heres my problem. I need to have the ` key do ~ without pressing shift. I am playing Morrowind and I want to bring up the counsel.

I have to press shift to do "~" and without shift it goes "`" I hope this is clear lol.

I have a Windows Vista. Hp Pavillion. Not sure what else to say

Does anybody know if a version of Garageband exists for Windows Vista? Or a free program very similar to Garageband? I'm scared to google that shit due to virus's but I'm sure this is no different.

 

Well for the keys thing, just make a small program in Visual Basic 6.
-Declare the GetAsyncKeyState API (google it)
-Add this code to a timer that has an interval of 10:

As for Garage Band, there's pretty much an exact copy for Windows called Mixcraft. You need to buy it though.
