Reasoning/explanation for sketchy behaviour leading to TWC: His order was unconfirmed because we need to verify unauthorization pay for safety reason, so requested him to confirm his identity, but the buyer rejected, we were too busy to deal with refund instantly, but refund happened in the end. This issue will not happen at all.
