If you could permanently ban one user from Sythe who is not TWC or DNT who would it be and why?

Although he has a DNT, I'd permanently ban @Dial . He scammed me years back for 350m for a quest cape and has managed to get himself unbanned for an unjustified reasoning. Look here for the scam report. Look at the last comment for his reason of being unbanned. He's continued to scam more people during his time here.

You were kept banned for your fake reports for a while. I haven't scammed anyone, and back then you mentioned it could have been any number of people who had access. Why is this coming up nearly 10 years later?
