Safety Deposit can be returned by submitting a Vendor removal.

• Once submitted you can receive your deposit back by the end of the month
• You must have no more than 3 active scam reports on your account
• Having 5 disputes active disputes within a month will revolk your security deposit and loss of your Vendor Rank.

We cannot have any type of secured funds (what I'm assuming you are suggesting) because of legal reasons, as stated by our site's owner many times in the past.
